Fix for accessible tooltip script

As kindly reported by par @adamjohnson, the tooltip script had an issue, which was flickering it.

The fix has been proposed by @yoanmalie, adding pointer-events: none to the pseudo-element that draws the small triangle. Another possibility is to draw it using a CSS transform.
